This border includes neoclassical columns supporting a rectangular space for the insertion of text; on one side is what i took at first to be a cool barefoot surfer dude with sunglasses bus it probably meant to be a prophet, and on the other side a bearded man with a halo and spear, perhaps Saint Longinus who pierced the side of Jesus or Saint Thomas, also often shown with a spear.

The cartoon-like laurel wreath at the top baffles me a little; it is associated with victory.
