The encyclopedia of the book says that a cartouche is
the enclosed space on a map within which an elaborate drawing of human figures, plant life, animals or heraldic devices and the name or title are printed. (Glaister, 1996)
This one is in the form of a rail with attached candelabra, or candlesticks, complete with glowing burning candles.
Text included in such a device would normally be printed very slightly higher than if exactly centered, of course.
